Step-by-Step Checklist Before Requesting New Authority Insurance

Preparing a clean underwriting submission helps new venture trucking authorities avoid delays and secure accurate carrier quotes. Before binding coverage, make sure you have the following items verified:

1. Corporate & Federal Registration Details

  • Exact Legal Business Name & DBA: Must match your Secretary of State registration, IRS EIN letter, and FMCSA MCS-150 / OP-1 application identically.
  • USDOT & MC Docket Numbers: Issued via the FMCSA Unified Registration System (URS).
  • BOC-3 Process Agent Filing: Designation of process agents in all states.

2. Equipment & Vehicle Documentation

  • 17-Digit Vehicle Identification Number (VIN): Underwriters cannot issue a bindable commercial trucking quote or transmit a BMC-91X filing without a specific vehicle VIN.
  • Gross Vehicle Weight Rating (GVWR) & Body Type: Confirms whether you run a Class 8 semi-tractor (semi-truck insurance), a 26,000 lb box truck, a dually hotshot rig, or a car hauler.
  • Stated Value & Lienholder Info: Current market value for physical damage coverage plus any bank or lessor loss-payee address.

3. Driver Qualification Details

  • Commercial Driver's License (CDL) or Operator License: License number, issuing state, issue/expiration dates, and years of verifiable driving experience.
  • Motor Vehicle Record (MVR) Disclosure: Any moving violations, accidents, or suspensions over the past 3 to 5 years.

Typical FMCSA New Authority Insurance & Activation Timeline

Illustrative Pricing Standard: Premiums vary materially by state, authority age, driving history, equipment value, cargo, radius, limits and loss history. Any examples are illustrative rather than guaranteed pricing.

  • Day 1 (USDOT/MC Application): Submit your federal registration through FMCSA URS. Your MC authority enters a mandatory protest/vetting period (typically 20–21+ calendar days).
  • Days 7–14 (Quote Comparison): Submit your vehicle VINs, driver info, and target commodities through our new authority quote intake so underwriters can release firm quotes.
  • Binding Day: Once you approve a quote, sign the application, and pay the down payment, the policy is bound and you receive your Certificate of Insurance (COI) and Form MCS-90 endorsement.
  • 24–72 Business Hours Post-Binding: The insurance company electronically transmits Form BMC-91 or BMC-91X to the FMCSA L&I system. Once both BOC-3 and BMC-91X are posted and the vetting period concludes, the FMCSA issues your active Certificate of Authority.
